Germany has lost their seat on the United Nations Security Council after yesterday's biannual voting process, delivering a massive shock to the European nation as five new countries join the bloc.
The United Nations Security Council (UNSC), which consists of a total of 15 member countries, is one of the most influential of the numerous UN groups. The UNSC makes major decisions on international security, and is the only governing body that can legally impose laws on all member states of the United Nations.
The council consists of five permanent members – the United States, France, the United Kingdom, China, and Russia – and ten non-permanent members, which are elected on a rotational basis every two years. Every year, five of the members are replaced with a new set of nations, with the five outgoing members restricted from running again for another year. This process guarantees that countries get equal opportunity to hold a position on the Security Council, though some nations have been elected many more times than others.
Additionally, specific blocs within the Security Council, like the Western European and Others Group (WEOG) impose additional restrictions to ensure fairness and equality. For example, within WEOG, nations cannot run for a position on the UNSC again for another six years after leaving the council.
In this year's elections, Germany failed to win an available seat for the first time ever– over the past 40 years, the nation had run for the UNSC a total of six times, as per WEOG rules, following their first win in 1973. Since then, Germany had capitalized on the opportunity to take part in the Security Council every six years.
Experts cited a lack of German decisiveness on global issues, such as America's capture of Venezuelan dictator Nicolás Maduro in January. Many claimed that German Chancellor Friedrich Merz may have been attempting to please US President Donald Trump, leading to some hesitancy on Germany's part.
Additionally, due to Germany's history with Israel and the Jewish diaspora during the Holocaust, the nation refrains from condemning any Israeli actions. This led to the perception that Germany supported Israel, creating a complex situation for Merz and his coalition to handle.
As a whole, some voting nations were simply not convinced with Germany, with the nation receiving a total of 104 votes– shy of the 130 needed for a two-thirds majority. Portugal and Austria were able to secure the two seats available to Europe, with 134 and 131 votes, respectively, while Zimbabwe ran uncontested for the African seat.
Trinidad and Tobago also ran uncontested in the Latin American and Caribbean seat, securing a position for them, but the last available seat – that which belongs to Asia – came down to the wire. In the end, Kyrgyzstan was able to win out against the Philippines, securing 142 votes and their first-ever term on the UN Security Council.
Meanwhile, Bahrain, Colombia, the Democratic Republic of the Congo, Latvia, and Liberia continue to hold seats until next year, when their terms will expire.
